The Ministry of Public Health (MPH) is a national public institution with 250 employees at the central level plus employees at regional and local level in all the Romanian counties. The MPH main activities are to define national health policies and programs, to control major health risks, to plan for the development and enhancement of the human resources working in health, to budget and plan for the financing of the health services and health programs that would maximize health gain for the nation. The MPH has a number of directorates directly involved in the shaping and definition of MPH priorities, amongst which the emphasis on increasing quality of preventive services.
The public health institutional structure comprises: the Ministry of Public Health (MPH), Districts Health Authorities - DHA (42), (Regional) Institutes and (regional) Centers of Public Health, National Institutes of Research and Development, National Center for Organizing and Provision of Informational and Informatics System within the Domain of Health.
MPH initiates activities of public health at national/regional/local level by issuing Ministerial Orders or by proposing Government decisions or laws in the health domain.
