The Procurement Manager is responsible of all Purchases that are part of a Bid / Project , General expences. He represents the Procurement organisation in the perimeter he is in charge of. He is responsible to provide the best procurement solution (quality, price and schedule), fitting with the Customer needs and aligned with the Thales Procurement strategy. To that end as well as to bring innovations from the suppliers in our solutions, he is a key member of the Bid or Project team from the early definition phase.

His tasks are :

• To challenge the acquisition needs and requirements and to promote design to cost analysis with the suppliers, during the definition phase of the solution, in order to increase the competitiveness of the solution and to define the acquisition strategy whilst taking into account :
o The offer available on the market / the accessible innovations or breakthroughs on the market
o The Make or Buy analysis (both structural and project-oriented)
o The prime contract requirements, with an appropriate flow down according to the acquisition context
o The access to Market criteria (Key Industrial Partner)
o The Thales Group purchasing policies
o The acquisition needs within the Bid/ Project, to organize these needs into purchasing work packages
o The legal and regulatory requirements (environmental rules, social regulations)
• Define the resulting acquisition plan, in order to optimize the cost of the purchased part, with the support of the procurement Group Responsible
• Consolidate cost competitiveness of the purchased part (in BID phase) through the Purchasing Executive Summary (PES) presented at Group level
• Execute the acquisition plan (in project phase) in accordance with the allocated targets ( Schedule, Quality, Total Cost of Ownership, Risks & Opportunities )
• Liaise with technical teams and Group Responsible to monitor the execution of the purchasing plan
• Define and monitor the contractual requirements of the acquisitions
• Comply with the “Manage Acquisition” process and use the acquisition tools in place in the organization ( e-Acquisition, ERP) for all activities

The Procurement Manager reports to the Procurement Organization and to :

• The Operational Director when involved in Bids
• The Operational Director when involved in Projects
