Senior Process and Governance Manager

 Lead and continuously improve governance structures and operational processes across the software factory, ensuring alignment with Agile principles, regulatory requirements, and SCOR's strategic objectives. The role is pivotal in enabling scalable, secure, and efficient delivery of software products across a matrixed organization. 

Part of the SF leadership team, you will be participating in the creation and the scaling of multiskilled tech professionals, delivering products for SCOR business lines 

Governance & Compliance

• Define, Document and maintain governance frameworks for software delivery through the software factory framework, including decision-making bodies (e.g., Software Factory Council, Architecture Committee)
• Ensure compliance with internal standards (e.g., SDLC, DevSecOps, CI/CD) and external regulations 
• Facilitate audits and readiness assessments for production releases, focusing on code quality, security, and operability
• Create and maintain a marketplace for Solutions assets, ensuring versioning and 
• Create and maintain dashboard to monitor teams capacities, TCO, 

Process Management

• Standardize and optimize solutions development processes across streams (e.g., onboarding, testing, deployment, observability)
• Implement and monitor KPIs for process efficiency, time-to-market, and reuse of assets.
• Drive continuous improvement initiatives using Lean and Agile metrics.

Agile Integration

• Embed Agile practices such as PI Planning, ART synchronization, and backlog refinement into governance routines
• Collaborate with Release Train Engineers (RTEs), Product Owners, and Scrum Masters to ensure process alignment across Agile teams

Stakeholder Coordination

• Act as a liaison between technical teams, business units, Architecture and external partners to ensure process transparency and alignment.
• Coordinate with stream leads and technical owners to harmonize delivery practices across domains (e.g., DevSecOps, UI Factory, Platform Engineering)

Technical

• Strong understanding of Agile, seasoned professional in establishing governance and processes from scratch
• Experience with tech environment and good understanding of key fields : devops, cloud architecture (Azure preferred), and software lifecycle tooling (e.g., JIRA, ServiceNow).
• Familiarity with observability platforms (e.g., Elastic) and automated controls
• Driven by an automation and digital first processes

Managerial

• Proven ability to navigate into a cross-functional environment,  in a matrixed organization.
• Skilled in process modeling, change management, and stakeholder engagement.
• Experience in managing governance for large-scale software programs.

Soft Skills

• Excellent communication and facilitation skills.
• Analytical mindset with a focus on continuous improvement.
• Ability to navigate ambiguity and drive consensus.

Required Education 

• Master's degree in Computer Science, Engineering, or related field.

• PMP or ITIL certification is a plus.
