    Delivery Factory / Ofertare Bucuresti Unlimited period The Technical Offer Coordinator is responsible for leading the bidding and design processes within the Delivery Factory/Partner Network. This role involves managing a team of professionals to develop winning bids and innovative designs for energy projects. The ideal candidate will have strong leadership skills, extensive experience in bidding and design, and a deep understanding of the energy sector.

    Leadership and Strategy

    • Develop and implement internal processes/flows and strategies for bidding and design that align with the company's goals and objectives.
    • Manage design and bidding team, including assigning tasks, setting priorities, and providing guidance and support.
    • Foster a culture of innovation and continuous improvement within the team.
    Bidding Process Management
    • Oversee the entire bidding process, from opportunity identification to bid submission.
    • Ensure that all bids are competitive, compliant, and meet client requirements.
    • Develop and maintain project bidding & design schedules, budgets, and resource allocation
    • Collaborate with cross-functional teams to gather necessary information and resources for bid development.
    Design Management
    • Lead the design process for energy projects, ensuring that designs are innovative, feasible, and meet client specifications.
    • Work closely with engineering, project management, and other teams to integrate design and technical solutions.
    • Review and approve design documents, drawings and specifications.
    Stakeholder Engagement
    • Build and maintain strong relationships with internal and external stakeholders, including clients, partners and regulatory bodies.
    • Communicate effectively with stakeholders to understand their needs and ensure alignment on project goals and deliverables.
    • Actively participates in discussions/meetings with the company's clients, supporting the Sales team, if necessary.
    • Represent the company at industry events, conferences and client meetings.
    Risk and Compliance Management
    • Monitor and track the bidding and design process, risks and issues for all the products and solutions in the PPCAES portfolio and develop a way of working (WoW) to improve the quality of work. Ensure compliance with all relevant regulations, standards and company policies.
    • Evaluate tenders to ensure compliance with company standards, budgets and meet deadlines.
    Performance Monitoring and Reporting
    • Responsible for tracking tenders on specific platforms (e.g.,SEAP, SICAP) and validating the opportunity to participate in the selection process.
    • Generate regular reports for senior management, highlighting key achievements, challenges and areas for improvement.
    • Implement corrective actions based on performance analysis to enhance efficiency and effectiveness

    What you'll need to succeed:
    • At least 7 years experience in a bidding and electrical design field (including experience managing large and complex projects in the energy field) with at least 3 years experience in a management position.
    • Bachelor's degree in engineering (higher technical education level in the electro-energetic, electro technical, energetic or similar fields).
    • Relevant certifications in project management (e.g., PMP, PRINCE2) are advantageous.
    • Relevant training and/or certifications as an Electrical Design Engineer
    • Electrical design certification issued by competent entities is a plus.
    • Working experience with dedicated software and applications (e.g., AutoCAD, Eplan, PVsyst, PVsol, Helioscope and Dialux) is a must.
    • ANRE Authorization for III AB level is a must.
    • English level advanced
    • Strong project management skills, including the ability to manage multiple tasks and projects simultaneously.
    • Strategic Thinking: Capability to develop and execute strategic plans for bidding and design.
    • Technical Expertise: In-depth knowledge of bidding processes, design methodologies and the energy sector.
    • Bidding and Design Management: Proven work experience as a Bidding and/or Design Manager or similar role within the energy sector.
    • Track record of building and maintaining strong stakeholder relationships.
    • Experience in identifying and managing risks associated with bidding and design.
    • Project Management: Experience in project management, with a focus on energy projects.
    • Proficiency in project management software and tools.
    • Driving Licence: category B
    • Strong ability to lead, motivate and develop a high-performing team.
    • Excellent verbal and written communication skills.
    In addition, you will need the ability to work flexible hours and travel as needed and to be capable of conducting on-site visits and managing technical aspects of projects.
