    Requirements

    • Overall Experience: HR background for 4 years
    • HR specialist graduated diploma, officially recognized by the Labour authorities in Romania (curs acreditat de inspector resurse umane absolvit).
    • University Degree.
    • Proficient in Revisal and Labour Legislation knowledge.
    • Autonomous; Highly Result-oriented; Highly customer-oriented; with excellent communication and analytical skills.
    • Comfort around hire management; Integrity & trust; Problem Solving.
    • Advanced/Fluent in English.
    • Professional approach to work, can demonstrate control of complex processes and handle large amount of information.
    • Exposure to Personnel Administration, Payroll and Employee Relations in multinational environment is a plus.
    • PC Literate (Outlook, Teams, Excel, Power Point skills).
    • Experienced in HR software solutions (SAP, Charisma etc.) is a plus.

    Purpose of the job

    Organizes, administers, and optimizes People&Culture processes and projects by qualitatively and timely completion of the assigned tasks, constant collaboration and communication with Shared Service Center teams: Employee Care Team, Global Mobility Team, local People&Culture Management and other 3rd parties to achieve high quality People&Culture services delivered to employees in the local affiliate and to reach a high customer satisfaction level.
    Performs exceptional People&Culture transactional and operational tasks in the areas of Personnel Administration, Payroll & Employee Relations at the affiliate level which cannot be covered by the Shared Service Center teams due to local legal requirements, business specifics and which require a face-to-face contact, aiming to achieve the same 2 main objectives listed previously.
    Supports implementation of P&C strategies, projects, and initiatives.


    Accountabilities

    PERSONNEL ADMINISTRATION:

    - Act as a main point of contact for the Shared Service Center based in Krakow and timely, qualitatively, and consistently process and follow-up all raised tickets by the Employees or Line Managers, providing timely, qualitative and legally compliant solutions/advice.
    - Follow-up via action plan for continuous improvement of activities/processes based on the KPIs-based reports and feedback received from all parties.
    - Prepare and updates required documents in line with the existing Romanian labour legislation and company P&C policies and procedures and ensure that they are properly completed and that the personnel files are timely and accurately updated.
    - Coordinates the annual merit process regarding merit documents preparation, signing and shipment to employees together with Local People&Employee Delivery team and Shared Service Center (. SSC) team.
    - Contributes to the review of the merit-related communication and content developed for starting the merit process.

    LABOUR RELATIONS:
    - Create and maintain all data related to the employees into the software provided by the Ministry of Labour (Revisal) and ensure transmission of the information related to all personnel related actions into the deadlines established by the labour law.
    - Prepare all documents required for employment changes.
    - Supports processes of poor performance and disciplinary procedure.
    - Performs transactional activities and other local required People&Culture activities related to the individual cases of employees’ moves and terminations/mutual agreements in accordance to relevant PMI policies and procedures and local legislation.
    - Ensures all Romanian legislation updates are implemented, and People&Culture processes and practices are compliant with Romanian labour legislation and with PMI - - Guidelines and Principle and Practices (. P&P's), while equally paying attention to continuous improvement.
    - Ensures all content related to People&Culture areas/processes/deliverables managed by this role is up-to-date and aligned with Romanian legislation, with the valid PMI Guidelines and P&P's.
    - Manages and updates accordingly content covered by this role on ad-hoc base or during any update content cycle.

    PAYROLL:
    - Design, coordinate updates and seek continuously improvement actions in payroll process within People&Culture to ensure a monthly accurate, timely and compliant payroll process (for PMR & PMT).
    - Coordinates payroll interface and payroll exception management;
    - Interact with all required parties in case of interface inconsistencies (IS, SSC, local P&C, Payroll Provider).
    - Coordinate local payroll input for: bank accounts, dual employment, International Assignments, company transfers, insurance info, imports, salary changes, salary penalties, calculation & input of bonuses and allowances.
    - Calculate all local bonuses and allowances to be paid to the employees according to the local legislation and to CLA and collects all the required approvals.
    - Ensure electronic payment of salary is processed and finalized on time, in close collaboration with Payroll Provider.
    - Work together with Business Partner, SSC or CoE to complete change documentation/ specification for new or additional payroll elements.
    - Maintain log of delivery issues reported within PMI.
    - Monitor changes in legislation and Collective Labour Agreements related to calculation of salaries and payments to employees and coordinates together with Payroll Provider their implementation.
    - Coordinate medical certificate for payroll processes, ensuring correct and complete info provided for payroll calculation. Communicate with employees, payroll provider and external parties, in order to ensure amount recovery for Philip Morris entities. Monitor FNUASS amount recovery status and provides status reports upon requests.


    HR SYSTEMS & REPORTING:

    - Prepare and submit reports requested by internal or external parties in Romania in line with legislative requirements regarding areas covered by this role.
    - Coordinate, prepare or deliver Statistics-related reports with other PM teams, Payroll provider, 3rd parties.
    - Coordinate or collaborate in internal and external audit sessions and delivers reports and documentation required by the auditors/as requested.

    COMPLIANCE AND LEGAL FRAMEWORK:

    - Apply the highest standards of integrity and act at any moment in full compliance with all applicable laws and PMI P&P-s across the organization in order to support long term sustainability of PM business.
    - Stay up to date with any new legislation provision in the areas of responsibilities, alert the supervisor on any change, propose action plans and solutions, and implement them in alignment with the decisions made at departmental/ company level.
