    Requirements

    Professional requirements:
    -Civil engineering university diploma (CFDP, CCIA, Hidrotehnica)
    -Over 6-7 years relevant experience in infrastructure domain (road and rail infrastructure, water and sewerage, underground heating system), being involved in important projects in Design stage/Execution stage/ Consultancy and Project Management stage (FIDIC Engineer)
    -Private companies and public authorities (CNADR, CNAIR, Water Authorities) - previous proven experience, would be an advantage
    -Specific licenses/accreditation's in Civil Engineering and in Project Management – it is an advantage
    -Proficiency in English is a must
    -Clean driving license

    -Understand each type of stakeholder (Designer, General Contractor, Investor, Local authorities) and their services, responsibilities, and interests during a project life cycle
    -Capacity to coordinate and lead all stakeholders in Client’s benefit
    -Good level of knowledge of local standards for design and execution of infrastructure projects

    Responsibilities

    Implement the strategy and services development plans to achieve the strategic objectives of Building &
    Infrastructure (B&I) within Roads infrastructure and / or water and sewerage domains.
    Coordinate and lead, together with the B&I Business Unit Manager, activities related to public tenders and projects contacted with local contracting authorities.


    Responsibilities and main activities:
    -Implement the Strategy and Development plan set up by Business Unit Manager for developing new services within the Building & Infrastructure area at company level, according to the local market specific and group initiative for infrastructure projects
    - Identify factors that hinder the realization of the business development plan and proposes ways to optimize and/or adjust results and forecasts
    -Responsible for the infrastructure projects (roads, water & sewerage, district heating system) projects from all points of view (commercial, technical, financial), from tender stage until implementation and closing of the projects. Main focus on quality of provided services, active and constant quality monitoring with 0 claims from contracting authorities
    -Coordinates the projects' activities by directly supervising the internal resources (Tender Experts and Tender Coordinators) and external resources (technical experts, inspectors, claim experts, etc.)
    -Collaborate closely with Sales & Marketing teams at local level and BV group level
    -Maintain up to date the CRM internal systems (Sales Force etc.) with insertion of leads, opportunities and offer
    -Supports the Business Unit Manager in assuring that all the assigned projects are delivered with properly qualified personnel (by company’s rules and legislation where the case), maximizing the utilization rate of the FTE, monitoring closely evolution of the contract, in order to deliver projects in time, budget and quality, as per Client’s requirements
    -Coordinates the meetings with the stakeholders (Client representatives, General Contractor, designers and suppliers) establishing objectives in terms of quality, time and budget. Clarification of client’s requirements
    -Coordinates the phase of choosing technical specialist for the type of project entered in tender phase
    -Achievement of tender documentations for tenders to which the company is invited and of the technical and commercial proposals to new or existing clients
    -Elaborates the contracts and analysis the draft contracts proposed by public authorities, Romanian private companies and foreign companies which act in Romania in infrastructure domain
    -Elaboration and/or analysis of the contracts made based on national procurement legislation or using FIDIC rules (Red FIDIC, Yellow FIDIC)
    - Negotiates contract terms and sign contracts with public authorities and private companies
    -Represents the company at various meetings with both public authorities and private companies
    -Settles commercial contract problems during the development of the contracts
    -Manages various contracts having contractual values ranging between several thousand euro up to contracts of dozens million Euro, almost every of those contracts having subcontractor agreements
    -Draws up various statements and reports for the company’s top management (estimates of revenues and expenditures for future periods, implications of decisions on the future evolution of projects, etc.)
    -Coordinates the relationship with the insurers to obtain the necessary insurances for the good development of the ongoing projects
    -Coordinates the activity of issuing invoices and tracking their collection
