    Role Purpose

    The Centre of Enablement (CoE) exists to help the LSEG technology organisation modernise and migrate to public cloud (and undergo other technology transformations), improving quality, speed and cost to achieve by providing suite of short- and medium-term technical services (some chargeable) and access to a pool of highly skilled external project resources.

    Purpose of this role is to provide Business Management services to the Cloud & Technology Enablement function, inclusive of financial planning, reporting, analysis, and broader stakeholder management.

    Key responsibilities

    As Business Manager, you will:

    • provide financial and process expertise, oversight, essential administration and reporting for the CoE's operations including managing cross-charging for project aligned resources.
    • Own the platforms that the CoE uses to deliver services its customers, including websites, repositories and catalogues
    • help to demonstrate the CoE's performance by developing reports that illustrate the cost to achieve and benefits of cloud migrations, and other projects that are being executed through the CoE.
    • support the leadership team of their assigned share technology group(s) in managing the operating rhythm for activities within the group, and shape new processes to improve efficiency and transparency
    • lead operational analysis and reporting for the COE group to maximise the efficiency and effectiveness of the group by providing actionable insights.
    • Have overall responsibility for preparation, delivery and presentation of key monthly dashboards and Management Information across the group assigned
    • Manage the day-to-day operations of the Centre of Enablement organisation, such as organising and hosting townhall events and ensuring compliance with internal processes for time recording
    • Own the process for onboarding/offboarding of resources
    • Ensure that the customer experience across the CoE is consistently excellent by building a knowledge base and supporting community that is best in class, helping to drive forward the Group's technology transformation goals and advocating for improvements to the developer experience both with peers and across the LSEG organisation.
    • Help make information-driven decisions by ensuring that the CoE and its customers capture data about their progress and areas of improvement, and this data will in turn be used to define and report on suitable measures of CoE success. Using this data, you'll identify common organisation impediments and help to define programs of work to remediate them for the entire development community.

    Critical deliverables

    The role is responsible for delivery of the following:

    • Establishing new work reception processes for COE operations
    • Mobilise appropriate governance and establish regular reports from which the COE Operation and performance can be managed
    • Identify and document the onboarding and offboarding processes for FTE and vendor resources
    • Establish a regular reporting cadence and structure
    • Build relationships with business management groups across Technology
    • Develop a communication plan and establish practices to build engagement across the COE

    Impact

    In recognition of our IT Strategic focus themes (Agility, Resiliency, Efficiency and Cyber improvement) and in support of the Cloud adoption agenda, it has been necessary to mobilise the Cloud & Technology Centre of Enablement.

    It is recognised that 60% of our data centre assets should migrate to Public Cloud over the next 3 years. In doing so, we are asking hundreds of development teams across the Group to learn new skills in building and operating non-production and production cloud infrastructure under a different operating model.

    The Centre of Enablement is primarily about giving development teams the necessarily knowledge and skills to execute. Alongside their day-to-day deliverables to the lines of business they support, application teams are accountable for delivering against several Group-wide transformation projects. To deliver on their commitments, application teams will need to navigate the organisation and up-skill in a number of different areas. The CoE seeks to be the "one stop shop" for application team support in transformation work.

    And CoE is also about reducing the risk of transformation. By getting things right early in the design and build cycles and using standardised approaches to the similar problems, we can avoid the need for risk acceptance of operational or cyber issues discovered late in the project and avoid solution fragmentation that then manifests itself in complexity in other parts of the organisation.

    CoE recognises that different application teams will need different levels of transformation support. The CoE will provide various services - from "no touch" services, for teams that feel confident in their skills and capacity but need guidance on navigating the organization - through to "high touch" services, where skills and capacity are needed for successful execution. Application teams will be assessed against a standardised industry "maturity" benchmark. This will help teams in planning their transformation efforts.

    It is necessary to co-ordinate the engagement and interactions between development teams, Cloud Service Providers (CSPs), specialist vendor resources and the COE groups internal services. Enablement partners will align with divisions as "first port of call" for teams to seek help, to establish COE demand pipelines and create transformation Roadmaps.

    Specialist Cloud vendors will be managed as a select panel to better respond to demand pipelines, with favourable commercial terms. A streamlined onboarding experience will be established to accelerate contracts and mobilisation. Vendor resources will undertake a pre-onboarding orientation and certification program so that high quality resources are effective on day 1 (reducing wasted time/spend) and monitoring performance to recycle the best resources.

    Technical / job functional knowledge

    • Previous experience in a finance, PMO or business management role
    • Excellent oral and written communication skills
    • An understanding of data privacy standards
    • A high level of interpersonal skills and an ability to function effectively as part of a global team that coordinates, works, and reports out of different geographies
    • Strong analytical, organisational, and project management abilities
    • A proactive, energetic approach and ability to challenge the status quo

    Business and sector expertise

    • Experience in financial industry/services highly beneficial
    • Prior business management or PMO experience preferred

    • Knowledge of one or more LSEG business areas or equivalent related industry experience
