    PROCER is a Romanian leading technical staffing agency in Central-Eastern Europe, specialized in providing experienced engineers and technicians for IT, Industrial Automation, Oil & Energy, Onshore/Offshore, Marine and related industries.


    • Education: Bachelor’s Degree in a related field such as planning, architecture, civil engineering, environmental studies, or closely related discipline
    • Work experience: Proven experience (minimum duration of 3/4 years) in renewable energy field;
    • Knowledge in power industry, renewable energy industry and specific experience in wind farm development (preferred);
    • Competency with Microsoft Office software (Word, Excel, PowerPoint, Outlook) is required
    • Strong writing, verbal communication, and problem-solving skills.
    • Knowledge and familiarity in land solutions;
    • Experience in environmental impact studies;
    • Knowledge of the legislative requirements to assess land solutions and environmental aspects.
    • Interpersonal skills, qualities of dialogue and negotiation

    • Must have a valid current driver's license


    • Supporting Project Manager with energy facility siting, permitting, as well as budget and project tracking;
    • Preliminary technical analysis of wind and photovoltaic projects;
    • Analysis and evaluation, document processing, aimed at obtaining, from the relevant authorities, the authorizations for the construction of new plants;
    • Conducting environmental resource studies, screening of environmental constraints and impact analysis;
    • Researching and interpreting federal, state, and local regulations to assess project permitting feasibility and requirements; and interface with regulatory agencies;
    • Management of relations and communications with the public entities involved;
    • Management of the authorization process from origination to RtB: preparing and producing permit documents and permit applications for federal, state, local agencies;
    • Supporting the development of environmental studies and resource analysis;
    • Identifying land use solutions.
