    Requirements

    Required competencies:

    • Technical University Degree (e.g. in Computer Science, Electronics, Informatics, Automation Systems, Transportations, Master Degree would be a plus)
    • Very good Project Management know-how, IPMA certificate would be a plus
    • IT/Programming and railway domain know-how would be a plus
    • At least 5 years experience in software development/testing projects
    • Ability to understand and debate on complex technical issues

    • Analytical and structured working approach, ability to work on own initiative and within a team;
    • Wide degree of creativity and flexibility is expected, also excellent communication skills are required for collaboration with colleagues within the management - all levels;
    • Experience working in Agile environment
    • Interpersonal skills (sociability, social conformism, self control, empathy, assertiveness)
    • Customer oriented / multicultural interaction;
    • Proved willingness in taking over responsibility;
    • Proactive attitude.

    Languages:

    • English (fluent)
    • German (will be considered a plus)

    Responsibilities

    The mission of Bucharest Engineering Competence Centre, is to satisfy all its customers by providing to the Business Lines and the other Competence Centers, the solutions they need (software subsystems, software products and associated services) at highly competitive cost

    Reports to the Engineering Competence Center Manager

    BID:

    1) Set up and roll-out of Estimation and Capitalization process within Engineering Competence Centre (Eng CC)
    2) Responsible to manage transversally all Bid & Estimation activities within the Eng CC
    3) Supports and challenges cost estimates made by each departments, in order to reach bid target and to win new developments


    PROJECT:

    1) Overall responsibility (content, quality, schedule, budget) for the Development Project/Work Package portfolio of the Eng CC. Further to this he/she is responsible for overall Risks & Opportunities related to the work packages.
    2) Ensures a consistent Risk & Opportunities Change Management process is applied
    3) Contributes to milestone reviews and approves process deviations requested by the Work Package Manager (WPM) / Chief Product Owner (CPO).
    4) Releases the SW-Development Engineering Plans
    5) Conducts regular Project Reviews and ensures Status Project Reporting to stakeholders.
    6) Ensures global consistency of process, practices and tools related to work package / project management, organizes the co-engineering with System level or other Engineering work packages
    7) Measures the performance on Bids & Projects by defined KPI and ensures continuous improvement. For this he defines appropriate Engineering Performance Initiatives as part of the transversal Engineering Performance Plan of the Competence Center and ensures deployment in Bid / Project
    8) Is responsible for managing the skills / competences of WPMs / CPOs
    9) Supports the WPMs through expertise, indicators and tools


    BUSINESS DEVELOPMENT:

    Supports the Engineering CC Manager in all business development activities related to:
    1) Move to fixe price work package model
    2) Extension of current business portfolio (acquire new customers)
