    Requirements

    Education:
    - University Degree (civil, architectural)
    - Registered HSE certificate (at least medium level, 80 hours training OHS course; Romanian authorized Risk Assessor certification — superior level - would be an advantage)
    - Registered Fire Fighting specialist
    - Internal Auditor certification for OHSAS 18001:2007

    Experience:
    - 3 years’ experience in HSE audit and up to 5 years for safety activities
    - Understanding and knowledge of the local HSE legislation relevant to the Honeywell businesses at a site or country
    - Site/ manufacturing HSE experience (HSE site coordinator certification would be an advantage)

    Abilities:
    - Very good communication skills (writing, speaking) in English, both technical and non-technical HSE information for use in everyday processes (documents writing, attending teleconferences, meetings, etc.); fluency in French, German or other European languages is a plus.
    - Computer and organizational skills required.
    - Creates and manages change through continuous exploration and learning.
    - Cognitive skills: analytical and problem solving skills, as well as ability to provide a sound and reliable judgment in complex situations.
    - Strong interpersonal and influencing skills including ability to motivate, with an emphasis on relationship/team building
    - Flexibility and resilience, including ability to adapt to changing/uncertain conditions.
    - High energy, positive “can-do“ mind-set
    - Availability to travel in the country and abroad

    Responsibilities

    Primary Responsibilities:
    - Responsible for the implementation of Honeywell HSE policies, AOP, STRAP and SAT across their area of responsibility.
    - Deploy Health, Safety and Environmental Management Systems across the country.
    - Assist business leaders and employees in continually improving the HSE culture, HSE awareness and accountability systems. Work closely with management to measure and communicate HSE performance.
    - Provide management with information and guidance on HSE including advising and assisting management in improving the safety of working conditions.
    - Ensure risk assessments are carried out by competent persons and advise on systems and regular reviews.
    - Lead deployment of the Honeywell HSE processes (Risk Assessment Tool, SOM, Playbook, Safety Observation Reporting, SAT) and control plans development within the country.
    - Lead and participate in HSE inspections, self-assessments and audits. Presents findings to management and prepare applicable reports. Track corrective actions to closure.
    - Ensure that all safety observations have been reported in accordance with Honeywell policy, including investigating the incident for T2 and T1 events as well as tracking and closing any corrective actions. Assist management in the investigation of accidents, near misses, diseases and dangerous occurrences so as to prevent recurrence.
    - Support incident investigation activities, root cause analysis, corrective action identification and closure according to Corporate and local regulatory requirements.
    - Be the contact with the enforcing authorities and notifying them of reportable injuries, diseases and dangerous occurrences.
    - Participate in project teams and advises project managers on HSE issues relating to the project. Collaborate with the project team and complete allocated major project tasks. Utilizes and supports the use of project management tools and techniques (i.e. Six Sigma).
    - Develop and deploy HSE procedures, training, internal and external communications in conjunction with Corporate, business group procedures and regulatory requirements.
    - Monitor trends and champion injury/illness reduction. Assist managers in management of emergency conditions and containment actions.
    - Implement environmental management processes including assisting managers with the management of chemicals, wastes, and pollution prevention.
    - Coordinate industrial hygiene programs, exposure assessments and work closely with the management teams to assure implementation of medical surveillance requirements.
    - Implement HSE risk review and contractor management processes.

    In your position as Health and Safety Specialist you will be responsible for implementing all the procedures in accordance with the Romanian Legislation and with Honeywell requirements.

    Relationships:
    • Works closely with HSE EE Leader and Country Leader to measure, achieve and communicate HSE performance;
    • Maintains a pertinent work relationship with the regulatory local authorities;
    • Maintains a close work relation with the Workplace Supervisors/ Business Leaders in order to ensure an effective communication process dedicated to enable the company HSE system’s maintenance;
    • Maintains a professional relationship with all the company’s employees in regard with the company and regulative Occupational Safety;
    • Maintains a close work relation with the Project Managers and HPS site leader in regard with the Project Safety activities;
    • Maintains a close work relationship with Facilities Manager regarding the building's compliant accommodation as workplace environment;
    • Maintains a close work relationship with Floor Wardens Team, where permanent member.
